This looks like an earlier bug with version 1.2.28 of logcheck (bug
277782). However,
# ls -l -d /var/lib/logcheck
gives
drwxr-xr-x 2 logcheck logcheck 4096 2005-04-19 17:58 /var/lib/logcheck
