Nope. It was somewhen somewhere decided not to filter out
reconfigure or restart messages, so we'll stick with that.

I realise it's suboptimal. This is why I would like to see
a logcheck rewrite. See http://wiki.logcheck.org/index.cgi/logfilter
It would be tag-based and allow you to filter reconfigure messages.
