Firstly, this kind of question should be directed to the logcheck- 
users mailing list, unless you believe you've found a bug in logcheck.

What version of logcheck are you running?

Can you run 'echo $LANG' please?

Have you tried running 'sudo -u logcheck /usr/sbin/logcheck -o -t'?
