Implementing this via apt's internal cache would adversely impact dpkg's
availability to correctly resolve package dependencies at install time.  If
this were to be done at all, it should be done in a way that dpkg can
continue to DTRT in the absence of a higher-level package manager - so
either it needs to be something dpkg can calculate itself, or it needs to be
in the package's own control file.
