Welcome!
The package name on Ubuntu is "libdumbnet-dev"; it's available for
Ubuntu 12.04 (precise). Take a look:
http://packages.ubuntu.com/search?keywords=libdumbnet-dev
You should be able to get installed with:
sudo apt-get install libdumbnet-dev
Let us know how it goes.
Oh, by the way, you can just installed netexpect with apt-get since it
is available as a binary package in Ubuntu (since 10.04):
http://packages.ubuntu.com/search?keywords=netexpect
It's 0.18 (not 0.20) but there haven't been big changes between 0.18 and
0.20.
