I hope you do not mind if I simply reply to you, to tscope author and
our mailing list (need to kill as many birds at once as possible).
Hi Michael,
Boris has brought to our (http://neuro.debian.net) attention your
project -- TScope and asked either someone would be willing to take care
about packaging it for Debian.
It would indeed be nice -- the problem is that our team only lacks
spare time/hands to do it right away... although packaging should not be
difficult -- all dependencies seems to be in Debian (portaudio19,
allegro, libsndfile) -- and it seems to build just fine; just lacks
soname/version assigned to the library
Meanwhile I
* have added tscope to our psychophysics tasks page:

should carry description and reference to the publication as soon as
it gets regenerated (once a day)
* filed an RFP (request for packaging, so that if not us -- someone else
finishes the mission):

And here are few questions I hope you could clarify:
* thanks!
* who owns the copyright for the tscope (you? university?)
it is important because license such as GPL has no meaning without the
owner (copyright holder) who allows to use tscope under such license

has broken link to 'documentation':
http://users.ugent.be/~masteven/tscope/doc/download/docs.html
* may be you would like to engage into Debian packaging? then we could
help out/consult, sponsor uploads to Debian (and thus Ubuntu), and
provide builds for all releases from our http://neuro.debian.net
repository?
Making tscope readily available for all Debian (and Ubuntu) users
should significantly increase its visibility (and thus benefits for
you ;-))
