[newmaint-site] South schema migrations on nm.debian.org

Hello,

thanks to Marco Bardelli we now have South schema migrations on
nm.debian.org

This has already been tested successfully by another patch by Marco
which adds a short bio TextNullField to a Person: South added the field
flawlessly.

I've updated the TODO list, and moved it to
https://wiki.debian.org/Teams/FrontDesk/NmSiteDevel
so that anyone can freely add notes and claim items.
