[newmaint-site] Implemented keycheck functionality in nm.debian.org

Hello,

I've implemented keycheck.sh functionality[1] in nm.debian.org.
It is the first step for implementing a web form for people to join the
NM process or ask for DM.

I'm still working out deployment with DSA, because it needs a temporary
directory for gpg to fetch keys to check.

The feature is quite heavy on the server, so I rate-limited it using
django-ratelimit: https://github.com/jsocol/django-ratelimit
It's a new dependency, so I've updated README.md accordingly.

I wish it were packaged in Debian. Any takers?

Since I do not trust random stuff pulled from github, I did a code
review of commit d58c489797405db348b30dec6103dcfff73160ec and it looks
safe to me.
