[newmaint-site] Semi-automatically welcoming new contributors

Hi newmaint site people,

Last summer, I wanted to make a "welcome team" of Debian people who would
greet people who did their first upload to the archive.

I didn't quite make this happen, but I am hoping to chat with y'all about
this, either by email, or at Debconf. So I wanted to send this email about
that.
