[newmaint-site] API keys

Hello,

I've implemented API key support for nm.debian.org:

  https://nm.debian.org/api/
  https://nm.debian.org/apikeys/

This means that one can now make scripts that query the site.

Note that the API keys cannot be used to impersonate a user on the rest
of the site, and they only work for /api/ URIs.
