[newmaint-site] Implemented data source backups (and restores)

Hello,

I've implemented downloadable data source backups!

Backups are run once a day and are stored in .json.gz format, using the
same json structure as a dc-tool submission.

If you go to a source of which you are an admin, choose "configure",
then you have a "backups" link which lists all existing backups together
with some statistics per backup.

If you are an admin you can download any backup. To restore it, delete
all contribution data for a source then simply resubmit the backup with
dc-tool.
