[newmaint-site] Fixes to ftp.debian.org and bugs.debian.org mining

Hello,

Ansgar helped me to fix the ftp.debian.org data mining so that all
historical contributions known are accounted for, not just the ones
related to versions of packages in actual distributions.

I rewrote the bts data mining code to go through ALL emails in the BTS's
spool, and now we have data for everyone who mailed the bts more than 5
times in the whole BTS history.
