[newmaint-site] Bug#795964: contributors.debian.org: simplify development deployment procedure

Hello,
during the "Hack on Debian Contributors"[1] session we realised that
deploying a development version of the site currently takes several
nontrivial steps.
The procedure could be improved greatly: some parts can be scripted, and
someone proposed a Dockerfile.
I'm opening a bug to track this.
