[newmaint-site] Automating signed SC/DFSG/DMUP agreement

Hello,

new update: now in the process page, next to the keycheck results, it
also says:

 "SC/DFSG/DMUP agreeement: missing"

and it links to a page to add it.

This should automate another tedious bit of the NM process, and pave the
way for automating requesting guest accounts and DMs.
