Initial Comment:
Several people running automatic notification systems have complained that upsd is too noisy, and that their syslogd log files fill up because two lines get logged for every instance of upsc.

The log level should be configurable, and we probably should default the log level to something lower.

LOG_INFO to LOG_DEBUG.

A client successfully connecting to the server is probably
not worth more than a LOG_DEBUG level, instead of LOG_INFO
which it is now. I don't think it is worth making this
configurable though. If you set your syslog to LOG_DEBUG (or
higher), you deserve no better than filling up the system
logs rapidly.
