Initial Comment:
I noticed this when making my halt code.  This is very important for USB because by the time you're most of the way down, the USB devices are owned by root, and -u root is required.  Unfortunately it doesn't get passed on to the driver.  For USB, this results in it never detecting any UPSes available.  The -u will be present in startup for the driver, and stop I believe doesn't need it; but shutdown needs it and there is no code for it.
