This problem was brought up in this thread:

I think there are two problems:

 * When --without-snmp is passed in, we should not look for Net-SNMP.
 * Even when Net-SNMP is found, we should not use those flags when compiling other drivers.

We can get away with just fixing the latter problem, but we really should fix both in case someone has a really broken Net-SNMP installation.
