Initial Comment:
Due to the belkin driver requiring responses that contain more than 7 bytes, the response "~00R000" was being rejected and causing a data stale report.
It appears that if the the UPS gets flooded with commands, it returns "~00R000". The patch has fixed this behaviour by allowing for this response. It also allows up to three invalid response before a data stale status is set (similar to the blazer driver).
This patch also included the changes to report the beeper status, as submitted in PR #312767.
I've been using this patch for the last four days and have seen no unusual behaviour, other than than not receiving so many data stale messages in the syslog, (which especially would occur when running a test, or changing the beeper status).

An updated version of the driver was committed in SVN r2732. Please let us know if this works for you (quite a few other things were changed as well, to let the driver deal better with UPSes that only support a subset of commands).
