Initial Comment:
NUT is installed on FC-14-32 OS. PW3105 is connected using USB connectivity. 
upsd is started and connection was successfully established with the UPS.
When USB cable is unplugged from the UPS while upsd is running, "Communications with UPS PW5110 at FC-14-64 lost" message is displayed on the console.
Wait for approx 2 minutesm and re-connect the USB cable to the UPS, after waiting for approx 5 minutes, "UPS PW5110 at FC-14-64 is unavailable" message is displayed on the console.

Below is the console output after communication was lost with the UPS -

it showed "Error: Data stale

[root at FC-14-64 eaton]# ps -ef | grep bcmxcp

root      1979  1944  0 13:37 pts/0    00:00:00 grep --color=auto bcmxcp

I checked above upsd is running.

To re-establish the communication with the UPS, user has to manually stop and start the driver service.
# /sbin/upsdrvctl start PW5110

Following are the combination of hardware devices, where this issue is observed -

OS Name: Fedora Core 14 (32 OS)
UPS Name : PW3105 with USB connectivity
NUT driver ver: 2.6.0

OS Name: Fedora Core 14 (64 OS)
UPS Name : PW5110 with USB connectivity
NUT driver ver: 2.6.0
