The /etc/init.d/kexec from kexec-tools have
Required-Stop: reboot
in the LSB header. But "reboot" is wrapped by /etc/init.d/transit in OpenRC right now.
The interception of reboot by kexec needs to be revised, probably by getting
rid of the "transit" script altogether.
