Oif, this was a _nasty_ case of BTS ping-pong.  Thus, I've taken the liberty
of using semi-profanity in the title, its use is warranted :p

But really, we have two bugs here:
* udev takes ages (30s) to run "udevadm settle"
* openrc allows to interrupt hung boot phases

The latter is a feature rather than a bug, at least in its design and
_usual_ cases, but sometimes it has nasty results like here.  Someone who is
feed up with udev's slowness will learn that the timeout will take so long
and will press ^C too fast.  This makes a feature that allows recovering
from stuck boot break the boot instead.
