I don't think so, openrc built fine in those arches.

In the revision 0.12.4+20131230-8 built ok, something in the next revision
0.12.4+20131230-9 broke the build.

Checking the git repository, there are a lot of changes.

git diff debian/0.12.4+20131230-8 debian/0.12.4+20131230-9

Also, checking the build logs, I saw the something similar in the failing arches:

armel:
