[PKG-OpenRC-Debian] Bug#830991: Should depend on sysvinit-core

Source: openrc
Version: 0.21-1
Severity: normal
Installing openrc requires sysvinit-core to actually work. Installing
openrc with systemd as PID 1 (i.e. systemd-sysv being installed) is
pretty pointless and leads to odd configurations like [1].
I think this should also be fixed in stable.
Regards,
Michael
