To provide a summary of final conclusions these are the changes we'd
like to see:

For openrc (targeting unstable/testing):
 - Drop Provides: sysv-rc
 - Add Depends: sysvinit-core
 - Add Depends: initscripts
 - Replace Recommends: init-system-helpers with
   Pre-Depends: init-system-helpers (>= x.y), where x.y is the version
   which first introduced support for openrc. (Similar to how sysv-rc
   declares its relation to init-system-helpers.)

For systemd-sysv (targeting unstable/testing):
 - Make Conflicts: openrc versioned to (<< y.z), where y.z is the version
   which changed to using update-rc.d/invoke-rc.d from init-system-helpers
   instead of providing its own.

Please note that this is not enough to fix the upgrade issue. Either
of the first two ones (or both) also needs to be done in *stable*.
ie. #830991 should also be fixed in a stable update.

Hopefully if all of the above is done this and other similar issues
should all be fixed. Please verify.
