Dropping the Provides: sysv-rc will make openrc uninstallable, as
sysvinit-core atm has
Depends: sysv-rc | file-rc.
We'd need a corresponding src:sysvinit upload for that. So I think that
change is not suitable for stable.

Making openrc depend on sysvinit-core is enough though to avoid the
current broken situation that caused #829488
