[PKG-OpenRC-Debian] Bug#844685: openrc: System reboots instead of shutting down (su -c halt)

Hi,

I encountered the same problem after replacing sysv-rc
with openrc on sid/kfreebsd-amd64. "sudo poweroff" just
triggers a reboot instead of real poweroff.

This can be fixed by installing sysv-rc back.
