[PKG-OpenRC-Debian] Incorrect changelog syntax in openrc package

Hi!

Just a quick heads-up since I stumbled over your package which FTBFS on
sparc64 (I'm one of the porters): You are closing bugs the wrong way
using "(Bug #nnnnnn)" which doesn't work. The bugs in question still
remain unresolved.

The proper syntax is "(Closes: #nnnnnn)".
