This setups OpenStack with HA on a minimum of 3 nodes, using Ceph as
block storage (for both Cinder volumes and Glance). Upgrades from one
version to the next is supported (ie: version I.1.0.0 (as in Icehouse)
can upgrade H.1.3.0 (as in Havana)).
