[PKG-Openstack-devel] openstack-pkg-tools 20 broke sysv-rc PID creation

Hi,

I have just uploaded version 21 of openstack-pkg-tools which fixes PID
creation at boot time. It's looking like $USER isn't a variable
available in init scripts, so the scripts are now using `whoami`
instead. This removed all boot time error displayed on my console after
switching from systemd to sysv-rc.

I'm now uploading fixed versions of all packages with a build-depends on
openstack-pkg-tools >= 21. Hopefully, this will be the last fix.
