Also to be clear, there is nothing wrong with using aptitude. I use it
myself. This bug is just about which package manager should be installed
in the official Debian OpenStack image.

By Jessie VM you mean you used the debian-installer to install into a
traditional VM, not the cloud image, right? Then it depends if you
select the "Standard system" task or not (which is selected by default).
The standard system on jessie still contains aptitude, but the cloud
image does not install this task. As it's meant to be as small as
possible it only contains what debootstrap installs.
