[PKG-Openstack-devel] Upgrade blew my DB away and recreated it

I'm not sure if that's something _I_ done (although I'm
quite sure it is! :), or if it's in the package..

My seed contains the following:

  xxx-common xxx-common/dbconfig-reinstall boolean true
  xxx-common xxx-common/dbconfig-remove boolean true
  xxx-common xxx-common/dbconfig-upgrade boolean true
