Hi,

during a test with piuparts I noticed your package failed to install in
a chrooted environment. It might work on real metal.

  /usr/sbin/grub-probe: error: cannot find a device for / (is /dev mounted?).
  dpkg: error processing package fuel-umm (--configure):
   subprocess installed post-installation script returned error exit status 1
  Errors were encountered while processing:
   fuel-umm

You probably need some guard around the grub-probe call.
Check the grub packages how they handle this situation.
ischroot might be helpful, too.
