Installing nova-placement-api results in a service that crashes (and 
gets respawned by systemd) with these logs:

systemd[1]: Starting OpenStack Compute Placement API...
systemd[1]: Started OpenStack Compute Placement API.

nova-placement-api[37773]: nova-placement-api: error: unrecognized arguments: --config-file=/etc/nova/nova.conf --log-file=/var/log/nova/nova-placement-api.log
systemd[1]: nova-placement-api.service: Main process exited, code=exited, status=2/INVALIDARGUMENT
systemd[1]: nova-placement-api.service: Unit entered failed state.
systemd[1]: nova-placement-api.service: Failed with result 'exit-code'.
systemd[1]: nova-placement-api.service: Service hold-off time over, scheduling restart.
systemd[1]: Stopped OpenStack Compute Placement API.
systemd[1]: Starting OpenStack Compute Placement API...

It looks like nova-placement-api is not intended to be run as a standalone 
service, but is a wsgi script that should be called from Apache mod_wsgi.
