Hi Ghis,

Thanks for this bug report.

Thought, I don't really see the need to open a bug 3 days after the
upstream release to let me know that I should "consider upgrading". I
always do, and over the years, the PBR package in Debian has always been
maintained up-to-date.

Instead, could you please tell me why you need this version? What new
feature do you need that isn't in 3.1.1? I usually refresh all OpenStack
packages on every release, and the next one (ie: Rocky) is due for end
of this summer. Unless you tell me why, I don't see what the urgency is.
