[PKG-Openstack-devel] Bug#886149: python-xvfbwrapper: update to 0.2.9 + fix watch file + fix Vcs-* URLs

current release of python-xvfbwrapper is 5 years old, there is a new release
from end 2016, so please update to that.

in this process, please fix the watch file too so you can get notifications of
new releases and updated the Vcs-* URLs which are currently pointing to a
non-existing repo.
