[Parted-edge] Initial snapshot of C++ bindings.

I was just working on the libpartedpp code, and re-arranging it in a
more Parted like structure. That is, I have separated out the .h and
.cc files into separate directories similar to the way it is in
Parted, and introduced a libpartedpp.pc.in.

I have not actually touched the code yet, and there is much more to do.
