Yes, it is.  But if the bindings are going to be a separate released tarball, people might want to use it with previous releases of parted.

GPLv2 or later means the bindings would be compatible with previous parted releases and the current ones.  GPLv2+ is compatible with GPLv2 and GPLv3.

But it doesn't matter much to me.  We can make the bindings GPLv3 as well.
