FWIW (dcut also generates a From: line from DEBEMAIL and DEBFULLNAME)
looking for "<" in DEBEMAIL and otherwise using "$DEBFULLNAME
<$DEBEMAIL>" seems to be the correct thing. This matches (modulo error
checking maybe) the documented behaviour of dch(1).
