[Pbuilder-maint] Bug#361362: pbuilder: DEB_BUILD_OPTIONS not supported (?)

Strangely enough, I thought it used to work but it seems it doesn't.

When running pbuilder with a command line like:
DEB_BUILD_OPTIONS=noopt sudo pbuilder build --debbuildopts -b somepackage.dsc

The build doesn't occur with the DEB_BUILD_OPTIONS set. Adding a hook at
level A that displays environment variables reveals the
DEB_BUILD_OPTIONS variable is not set at all.
