[Pbuilder-maint] Bug#382885: pbuilder: need a way to make --pkgname-logfile the default

As a debuild user, I find it quite annoying having to specify such a
long option just to get a build log.  Although I find it strange not to
get build logs enabled by default, it would be sufficient for me to be
able to tune pbuilderrc to get them systematically.
