[Pbuilder-maint] Bug#351522: pbuilder: base.tgz contains var/cache/bootstrap/*.deb

Including the debs that were used to build the chroot
environment just bloats the base.tgz.
They could be moved to the APTCACHE and should be removed before
creating the base.tgz archive.
