pbuilder should probably have a default hook.
For example, C10shell is obviously a important feature for
interactive sessions.
1. What should it contain?
D10tmp -- enabling this by default would break some systems trying to
do automated mass-builds, but admins should notice ?

B90linda -- should build fail when error code is returned?
B92test-pkg ? -- should probably be modified to not fail when the
source package does not support pbuilder-testsuites.
2. Where should it reside?
For default hook, should it reside on somewhere like
/etc/pbuilder/hooks (where users are allowed to edit the directory,
and have to confront dpkg with modified files), or somewhere in
/usr/share/pbuilder/hook-default (where users are expected to copy the
directory for editing)?
3. How should the transition happen?
Enabling some hooks by default would break some systems trying to do
automated mass-builds. How should the configuration be handled?
