Cannot reproduce.

[19:47:03]dancer64:dancer64> unset HOSTNAME
[19:47:07]dancer64:dancer64> hostname -f
dancer64.netfort.gr.jp
[19:47:09]dancer64:dancer64> echo $?
0





Can you try getting the output of the following commands?

which hostname
strace hostname -f 
dpkg -S hostname



I really you have a broken network setup of some sort.
