 I think you're confusing pbuilder "debbuildopts" / "DEBBUILDOPTS" which
 is a list of flags to pass to dpkg-buildpackage (see pbuilderrc(5)) and
 policy's DEB_BUILD_OPTS which is a list of build options as parsed by
 debian/rules.
