[Pbuilder-maint] Bug#452584: can't create a fresh (etch) chroot

This happens on a recently installed sid system with the standard
"pbuilder create --distribution etch" commandline:

 -> debootstrap finished
 -> copying local configuration
  -> Installing apt-lines
/usr/lib/pbuilder/pbuilder-modules: line 321: /var/cache/pbuilder/build//8033/etc/apt/apt.conf.d/15pbuilder: No such file or directory
 -> Aborting with an error
 -> cleaning the build env
    -> removing directory /var/cache/pbuilder/build//8033 and its subdirectories
