[Pbuilder-maint] Bug#445476: pbuilder: should depend on cdebootstrap

I installed pbuilder and then run 'pbuilder create' and it chokes:

 -> Aborting with an error
 -> cleaning the build env
    -> removing directory /var/cache/pbuilder/build//4224 and its subdirectories
