Bug#500002: pbuilder: dpkg - warning: ignoring request to remove lilo which isn't installed.

Nowadays there's little point in removing lilo from the pbuilder chroot,
since it's not installed anyway.  The changes in lilo's priority and in
debootstrap that cause lilo not be installed predate sarge, see #236071.

I propose setting REMOVEPACKAGES to the empty string in
/usr/share/pbuilder/pbuilderrc to get rid of the dpkg warning.
