 Well that's the case for a bunch of pbuilderrc configs.  For this
 particular config, it would be possible not to set it in the default
 pbuilderrc but inherit it from the env instead, but I think the
 behaviour should be consistent for all pbuilder config vars.

 (BTW perhaps you meant DEB_BUILD_OPTIONS?  that one goes through)
