Bug#591291: pbuilder needs to mount /dev/shm

Pbuilder should mount a tmpfs at /dev/shm to allow posix shared memory and
semaphores to work in the build chroot.

Apr's configure currently disables posix semaphores when built with
cowbuilder or pbuilder (bug #591286).
