Bug#594481: pbuilder not resolve APTGETOPT variable

I set variable APTGETOPT=('--force-all') in my .pbuilderrc
but when I build packages not from debian distro
I get following errors

  E: There are problems and -y was used without --force-yes
  E: Unrecoverable error installing build-dependencies.
  E: pbuilder-satisfydepends failed.
